Summary: Viggo is determined. But so is Elijah.
Determined
When Elijah turned 18 the whole Fellowship took him out and got him roaringly, disgustingly drunk. He still cringes when he thinks about the 5 am wake-up-call he had the next day, and the way his eyes wouldn't focus properly on anything. But Orlando'd ruffled his hair (although Elijah usually hates that, it was kinda nice, just this once) and Viggo had looked his usual enigmatic self. But he'd looked that way while looking at Elijah. And Elijah didn't know what to make of it, although it suddenly became easier to suffer through Peter's caustic remarks about actors and showing off. And he felt adult, finally, even though he's acted for longer than he cares to remember.
No one ever seems to know what to make of Viggo, really. He's a huge presence everywhere he is, unless he wants not to be, and it could be Aragorn bleeding into the picture, but Elijah thinks not. He thinks it's all Viggo, though he hasn't anything to support the theory. When he asked, Viggo is always cryptic. "I'm me," he says. "There's nothing to make of me." Elijah knows that that's bullshit. No one knows how to be yourself, especially not actors. Not actors like Viggo, who still carries Aragorn’s sword and practises with it all the time. No one ever knows who they are, and Viggo isn't any different.
Ian told him to let it go, because Ian is sharp and can tell when Elijah's watching Viggo. It was nice of Ian, but Elijah was more than just curious. He was resolute.
Viggo rarely turns down a drink, so he's usually there when the Fellowship go out. Before Elijah was legal, someone (or maybe more) would choose to stay with him and they'd do something foolish or silly, like playing strip poker or mooning Liv or Miranda. Although Miranda wasn't much fun. "You boys haven't got anything I haven't seen a thousand times before," she’d say archly before she went inside again. Viggo rarely came. Billy told him he shouldn't let it bother him; that Viggo certainly didn't see him as a kid, no, really, and now stop being such a wanker, already, and deal the cards.

But things with Viggo never seem to work as planned, because before he knew it, Viggo had invited him home with him. In that decidedly grown-up way that meant he’d better be serious if he said yes. Elijah couldn't quite meet his eyes, so he just looked at Viggo's hands, the way they were curled around the glass, the calluses, and the smudges of paint on the backs. How the hell did they get there?
Viggo is calm. He always is, and Orlando’ll sometimes claim it’s because he likes to make people uncomfortable. It could be true. It would fit, too, with the image Elijah has created of Viggo, and he’s always seen that as the truth. But he knows now that Viggo will also be completely calm so that he won’t spook whoever is with him. Kind of like it’s an animal. He’s kind that way. In other ways, too, but Elijah can’t focus on them right now. He’s been a Hollywood child star from before he could count. He knows when an offer is serious, and he knows when it's Serious. Is he ready for it to be Serious? He forces his eyes to meet Viggo's. There’s an odd half smile on his lips, and he aligns his hand with Elijah’s. Elijah rarely turns down an offer, really. He downs the last dregs and grabs his coat. "Yes," he says.
Viggo is very determined in everything he does. When he's present, really present, it's so abundantly clear that no one ever doubts it. But when he's not, well, it gets pushed into the background. There are more important things, anyway. But since Elijah’s been watching him, he knows that Viggo is never not determined, and that it's such a great part of his personality he doesn't even think about it unless he needs to. He hadn't noticed that Viggo'd been seducing him, hadn't even thought about that, but when he takes his coat and pays the bill, it's suddenly obvious. It’s like one of those light bulbs you always see in the comics has taken up permanent residence above his head, and it's enlightening everything. He thinks Ian might have noticed, and that he'd been warning him not to get involved with things he's too young for, but the thought is fleeting and unimportant, because Viggo is determined, and so is Elijah.
